From 1991 to 1994 Dave served as Director of the International Project Office for the Tropical Ocean Global Atmosphere Coupled Ocean-Atmosphere Response Experiment (TOGA COARE). That large project, involving 2000 people from 20 countries, focused on warm waters of the western Pacific Ocean and their role in large-scale patterns such as ENSO: El Nino-Southern Oscillation.
